While people at these two agencies had been hiding this information from January 4, 2001, when Walid bin Attach was identified with Mihdhar and Hazmi planning the Cole bombing, they were clearly aware when these two terrorists were found to be inside the US on August 22, 2001, three weeks prior to 9/11, that continuing to withhold this information from the Cole investigators would keep them from having the required probable cause they needed to start any investigation for these terrorists, and prevent them from stopping the attacks that took place on 9/11.
Since both agencies knew exactly what flights these terrorists had entered the US on, with that information, the Cole investigators could have gotten their credit card numbers and quickly located all ten terrorists whose tickets were purchased with these cards.
However, these agencies did not give this information to these investigators until September 13, 2001, two days after 9/11.
