Wates will build two blocks for the London Borough of Havering.

Planning approval has been granted for residential blocks 9 and 10 at Waterloo & Queen Street Site, the first phase of a wider masterplan in Romford.

Wates Residential will build two mid-rise blocks comprising 107 apartments for the London Borough of Havering.

Havering Council and Wates Residential received approval for the Section 73 and reserved matters application last week, following public consultations throughout 2025, which helped shape the final proposals and gather community support.

The Waterloo and Queen Street development forms part of the £1.5bn 12 estates regeneration programme that Wates is delivering in partnership with Havering Council.

With planning approval now in place, the joint venture will move forward with the next stages of delivery, with Blocks 9 and 10 targeted for completion by late 2028.
