The contractor has been appointed by Kuwaiti-owned St Martins Property Investments to redevelop the former Greater London Authority headquarters at More London into a larger, low carbon office and retail destination.

Designed by Gensler, with Waterman providing structural, mechanical and electrical engineering, the scheme will expand the building from 18,000 sq m to 22,000 sq m by extending the floorplates around the 10-storey structure, straightening its distinctive leaning profile.

The redevelopment will strip away the existing glass façade, replacing it with new cladding while introducing landscaped terraces across the building. Ground floor retail space will be created alongside modern office accommodation.

Existing town hall leaning profile and new green office building plan

Mace originally built the Foster + Partners-designed building, which was opened by the late Queen Elizabeth II in 2002 and served as London City Hall until the Greater London Authority relocated to the Royal Docks in 2021.

The refurbishment will also include infilling the central atrium, new roof terraces, replacement MEP services, end of trip facilities and shell and core office space.

Outside, public realm improvements will upgrade The Scoop amphitheatre, surrounding landscaping and Queen’s Walk on the south bank of the Thames.

Ged Simmonds, managing director for private sector at Mace Construct, said: “Returning to More London presents a unique opportunity to build on the legacy of a landmark development.

“Our focus is on delivering a high-performing, sustainable workplace that reflects the evolving needs of occupiers while enhancing the public realm for the wider community.”
