Morgan Sindall has secured a £126m prison contract under the Ministry of Justice’s (MoJ’s) contingency response programme (CRP).
The contract, awarded on 5 August but announced yesterday (4 September), forms part of the MoJ’s wider strategy to deliver 20,000 additional prison places and maintain its existing estate.
Morgan Sindall Construction & Infrastructure will work on CRP Package 6, valued at £126.5m, with construction scheduled to run until March 2030.
Construction News reported last month that Package 6 covers new-build construction at Blackpool Court House, plus maintenance work at HMPs Stoke Heath, Winchester and The Mount.
Procured through a call-off from a framework agreement, the Package 6 contract follows the collapse of ISG last September.
ISG had been working on multiple prisons and MoJ sites as part of the ministry’s programme to deliver an additional 20,000 prison places.
The CRP also includes some prison and court maintenance works which have no link to ISG. CN understands the CRP will include at least 14 packages of work.
Work on all affected sites have been described as “time critical” by the MoJ, and Morgan Sindall will deliver CRP Package 6 under the FAC-1 framework alliance model.
According to redacted briefing documents, the firm will assume responsibility for design coordination following a validation phase and take on the role of principal contractor and designer.
Design development will progress to RIBA Stage 4 and include both building and site-specific elements, with an emphasis on modern methods of construction and sustainability measures in line with government targets.
Morgan Sindall joins a growing list of firms receiving CRP contracts. Previously, the MoJ issued contracts worth £684.3m to Bovis Construction, Willmott Dixon, Galliford Try, Bowmer & Kirkland, Tilbury Douglas, Henry Boot Construction and Henry Brothers.
